And for more insight to the growing economic and security cooperation among the SCO members, we are joined by Professor
Zhu Ning, Deputy Director, Shanghai Advanced Institute of Finance at Jiao Tong University. Welcome, Professor Zhu, perhaps
we can look at the couple of rangos and the economic and the security, some of these describe the economic cooperation and
region as the re-birth of the ancient so grow, what areas do have the most potential for growth, what needs to be done to
reach these goals?
Zhu Ning:
I think there are a lot of areas that can be improved upon to increase the economic collaborations among the nations. I
think to name a few, I think the first and foremost is probably the trade collaboration in the way of we may want to set
up a free-trade zoon or at least to do something to facilitate better free trade. And second thing I think is also very
fruitful area of collaboration may be the building up of the infrastructure. Given that many of the SCO countries are
located remote and do not have access to the ocean, I think there are a lot of what can be done, which will help to better
bridge these countries with the rest of the world. And last but certainly not least, I think energy and natural resources,
which are some of these most important exports in some of member countries, and which are also very important part, which
is critical to the next step economic growth of China. So I think there will be a lot of areas that can be collaborated
between the member countries.
Host:
And as we mentioned, the security is of course is playing a very important part with Afghanistan particularly coming under
the spotlight has been continuing growth in security cooperation among the members of the SCO. Over the past few years,
the member states have joint-held the exercises to combat terrorism, separatism, extremism, drug trafficking etc. I think
there is going to be another exercise starting tomorrow. How would you see the security among the member states, what need
to be done there?
Zhu Ning:
I think there is a delicate balance that’s going to be a struggle. (strike) I think the cooperation is definitely
growing stronger and I think trust has been growing among these member countries. But at the very same time, I think the
closer ties among these countries may make certain extreme groups more scared or more nervous or they may actually
respond. So I think if there is one thing I want to point out is especially given the decreased presence by NATO in
Afghanistan. I think that is, in the past few years, I think the member countries have been collaborating on the more
reactive part on anti-terrorism or security issues, meaning that they want to practice what happens if there is an
incident, but I think in the future, going forward, there may be some possibilities for the countries to cooperate in a
more proactive way, such as better share of entail, better share of ideas of certain attitude towards certain groups or
certain clans.

Now, for more on today’s meeting, we are now joined in the studio by Professor Zhu Ning from Shanghai Advanced
Institute of Finance at Shanghai Jiao Tong University. First of all, Professor Zhu Ning, as our reporter just mentioned,
the economic operation among the SCO member states has been less focused than their joint efforts on security, but this
time, on the SCO summit, economic operation has been put on top agenda, dose that mean that we can expect to see a rapid
growth in the regional trade in, let’s say, ten years?
Zhu Ning:
I think I am very positive about that. Given that the first priority of the SCO was to focus on the security issues.
I’m not too surprised that I think now the state leaders are turning their attentions now to economic issues and
trade co-operations.
Host:
Professor Zhu Ning, do you think the SCO can provide a platform for the member state, especially China and Russia to solve
their potential disagreement?
Zhu Ning:
I think it will grow much faster in the future.
Host:
You mean the SCO platform can solve any disagreement?
Zhu Ning:
I think the state leaders can all sit down and meet with each other. That will provide a very precious opportunity for
these countries to exchange ideas and disagreements, and also I think the fact that we now have an organization, in which
I think each country will think not only about itself but also about other collaboration or the sensitive nature of this
entire region. I think there will be a greater incentive for the countries to co-operate than to compete.
Host:
Professor Zhu Ning, do you think that the integration of the five countries can reach to the scale and format of,
let’s say, the former European community?
Zhu Ning:
I personally do not see that happening very soon. Because I think given that the five countries have very different
historical background, different culture and different stage of economy growth. I think it will be a whole of hard for
these five countries to form something that as close they need as the European Union.
Host:
What do you except to see them?
Zhu Ning:
That will be definitely a lot of integration and collaboration in terms of trading, finance institutions, infrastructure
and maybe what Russian is more interested in energy and natural resource. I definitely see a greater deal of collaboration
going forward, but nothing as close as the European Union.
